Chris is a trial lawyer with extensive experience in commercial and regulatory/administrative proceedings. Whether providing guidance and strategic direction on nuclear decommissioning financing models, rate regulation, regulatory enforcement matters or commercial transactions, Chris focuses on developing a detailed and intimate understanding of you and your business to map out the best strategy to achieve your goals.

Chris' trial and regulatory litigation experience includes cases involving mergers and acquisitions, insurance and energy ratemaking proceedings, insurance and securities enforcement matters, data breach, contract disputes, and nuclear decommissioning financing issues litigated before the state and federal courts, Maine Bureau of Insurance, Maine Securities Administration, Maine Public Utilities Commission, Federal Energy Regulatory Commission and New Hampshire Nuclear Decommissioning Financing Committee.

Chris has provided strategic guidance to clients facing all of the significant changes in the Maine insurance marketplace over the last 15 years, including the first of its kind Dirigo Health Act, legislation aimed at pharmaceutical benefit management companies and, most recently, the federal Affordable Care Act. Chris' reputation in these areas was recognized through his appointment to the Board of Directors of the Maine Guaranteed Access Reinsurance Association, a Board charged with developing and implementing Maine's first reinsurance association for the individual market.

Clients trust Chris for his wisdom and judgment in how to handle the most sensitive regulatory/administrative issues which, unless managed properly, can cause significant financial and reputational harm. Chris' approach has also earned him the respect of regulators in Maine, New Hampshire and elsewhere, respect and credibility that are necessary to practice effectively before those regulatory bodies.
